Mayor Santos called the Regular Meeting to order at 7 p.m.

Mayor Santos  asked those present to stand and observe a moment of silence and reflection to be followed by the playing of O'Canada.

    That Council receive the presentation dated January 14, 2019 made by Mr. Jay Atkin on behalf of the 'Salute to Veterans Banner Project' group.

    That Council approve site plan amendment application SPA/16/18 (2078 Talbot Road) for the proposed two-phase addition to an existing greenhouse operation, subject to the conditions outlined in the amendment to the existing site plan agreement and authorize the Mayor and Clerk to sign the site plan agreement and register said amended agreement on title.

    That Council:

    Receive the report on greenhouse development standards for information purposes;

    Direct staff to establish an ad hoc committee on greenhouse development policy and standards, membership to be outlined in the Council approved Terms of Reference;

    Approve the Terms of Reference outlined for the ad hoc committee, and

    Direct staff to report back to Council with a draft framework and recommendation on new greenhouse regulations and policy.

    That Council receives the By-law Appeal Committee report;

    And That By-law 5-2019 be adopted;

    And That the Terms of Reference for the By-law Appeal Committee be approved as revised (no remuneration);

    And That, Council appoint five (5) Council members to sit on the By-law Appeal Committee;

    And Further That, Council adopt, in principle, an appeal fee of $100.00 to be paid by those persons making an appeal, which fee shall be proposed at the next Fees & Charges By-law update.
