  • Recommended Action

    Pursuant to section 239(2) of the Municipal Act, 2001, Council will enter into Closed Session at 5:00 pm to address the following items:

    ITEM I - Southwest Water Service Area/West Side Collector Road - Section 239(2)(f) - Advice that is subject to solicitor-client privilege, including communications necessary for that purpose. 

We acknowledge the Three Fires Confederacy (Ojibwe, Potawatomie and Odawa) and the Traditional ancestral, unceded territory of Caldwell First Nation; the original people of Point Pelee, Pelee Island and its surrounding waters. We recognize and respect the First Nations who are stewards of the land and waters of Turtle Island and who have embraced this stewardship since time immemorial. We would also like to acknowledge all the moccasins who have walked lands of Turtle Island.

When a member of Council has any pecuniary interest, direct or indirect, in any matter which is the subject of consideration at this Meeting of Council (or that was the subject of consideration at the previous Meeting of Council at which the member was not in attendance), the member shall disclose the pecuniary interest and its general nature, prior to any consideration of the matter.

  • Recommended Action
    1. That Council CONFIRMS that there are no further comments or concerns on behalf of the Municipality related to the telecommunications proposal, and;

    2. That Administration BE DIRECTED to forward a copy of this support resolution to the applicant for the purposes of their federal application as part of the standard Letter of Undertaking with the municipality.

  • Recommended Action
    1. That construction of the new transmission watermain for the southwest service area and west side collector road be DELAYED until such time as:
      1. The Provincial Government clarifies that development charges will be collected for this project as planned prior to the passing of provincial Bill 23; and / or
      2. Developers with developments dependent on this new transmission watermain agree to provide development charges up front through an agreement in writing satisfactory to the Town.

    1. That the Code of Conduct – Council, Committees and Local Boards BE ADOPTED as amended.
  • Recommended Action
    1. That Administration BE DIRECTED to implement the Boarding, Lodging and Rooming Houses licensing regime effective January 1, 2024, with a license fee of $100 per structure, and hire a part-time employee to administer the program; and,

    2. That By-law 62-2023 being a by-law to licence Boarding, Lodging and Rooming Houses in the Town of Kingsville be taken as having been read three times and finally passed and the Mayor and Clerk BE AUTHORIZED to sign same.

Councillor Gaffan moves:


That Council and committee meetings be relocated to either the Unico or Grovedale, with office space available for staff in the current Town Hall council chambers.  This temporary relocation to either the Unico or Grovedale will be for three to five years until Council approves a plan for the permanent future location for meetings, per the recommendations outlined in the 2023 Facilities Review.

Being a By-law authorizing the execution of an Amending Agreement for the provision of Police Services under Section 10 of the Police Services Act, with His Majesty the King in Right of Ontario as represented by the Ministry of the Solicitor General

A By-law to confirm the proceedings of the Council of the Corporation of the Town of Kingsville at its October 10, 2023 Meeting of Council.
