We acknowledge the Three Fires Confederacy (Ojibwe, Potawatomie and Odawa) and the Traditional ancestral, unceded territory of Caldwell First Nation; the original people of Point Pelee, Pelee Island and its surrounding waters. We recognize and respect the First Nations who are stewards of the land and waters of Turtle Island and who have embraced this stewardship since time immemorial. We would also like to acknowledge all the moccasins who have walked lands of Turtle Island.

Report Out of Closed Session

Council entered Closed Session pursuant to Section 239 of the Municipal Act, 2001, on April 13, 2026, at 7:11 p.m. and discussed the following items:

Item I - Personnel Update heard under Section 239(2)(b), being personal matters about an identifiable individual, including municipal employees; and, Section 239(2)(d) being labour relations or employee negotiations. There is nothing further to report.

Item II - Lease Proposal to be heard under Section 239(2)(c), being a proposed or pending acquisition or disposition of land by the municipality; and, Section 239(2)(k) being a position, plan, procedure, criteria, or instruction to be applied to negotiations. There is nothing further to report.

Item III - By-law Enforcement Update to be heard under Section 239(2)(b), being personal matters about an identifiable individual, including municipal employees; Section 239(2)(e), being litigation or potential litigation, including matters before administrative tribunals, affecting the municipality; and, Section 239(2)(f), being advice that is subject to solicitor-client privilege, including communications necessary for that purpose. Ash-Cameron Drain – New Culvert Crossings

• Recommended Action
  That the Engineer’s Report prepared by R. Dobbin Engineering Inc. pursuant to Section 78 of the Drainage Act, and dated March 12, 2026, for new culvert crossings on the Ash-Cameron Drain, be adopted;

  ​And that corresponding By-law 27-2026, being a By-law to provide for the removal of one culvert and the installation of three new culverts over the Ash Cameron Drain, in the Town of Kingsville, in the County of Essex, be provisionally adopted during the by-law stage of the agenda.​

Ferry Drain – Improvements to Culvert Crossings

• Recommended Action
  That Engineer’s Report prepared by R. Dobbin Engineering pursuant to Section 78 of the Drainage Act, and dated March 12, 2026, on for improvements to culvert crossings on Ferry Drain, specifically for a shared crossing for Roll # 450-02501 and Roll # 450-02510; and to legalize a second crossing for Roll# 450-00108, be adopted;

  And that By-law 28-2026, being a By-law to provide for improvements to the Ferry Drain, in the Town of Kingsville, in the County of Essex, be provisionally adopted during the by-law stage of the agenda.​

Union Water Drain – Request to Abandon the Section 78 Report

• Recommended Action
  That upon the recommendation from the appointed Drainage Engineer, R.C. Spencer, the Section 78 request to extend the outlet of the Union Water Drain be abandoned.

3rd Concession Branch of the Esseltine Drain – Section 65(3) - 1851 Road 3E

• Recommended Action
  That the Engineer’s Report on the 3rd Concession Branch of the Esseltine Drain prepared by R. Dobbin Engineering Inc. and dated January 30, 2026, for a new development at Roll # 290-00113, 1851 Road 3 East, be adopted;

  And that a buy-in fee into the 3rd Concession Branch of the Esseltine Drain be set at $2,963.00;

  And that 0.76 hectares be removed from parcel Roll # 290-00113 into the C.O. Branch of the Fleming Wigle Drain.

Proposal to Establish a Joint Election Compliance Audit Committee with Local Municipalities

• Recommended Action
  That a Joint Election Compliance Audit Committee be established for the 2026-2030 Term of Council;

  And that the Terms of Reference for the Joint Election Compliance Audit Committee, attached hereto as Schedule A, be adopted;

  And that By-law 30-2026 being a By-law to Establish a Joint Election Compliance Audit Committee be adopted during the By-law stage of this Agenda.

2026 Tax Rates and Final Tax Levy By-law

• Recommended Action
  That By-law 29-2026, being a By-law to provide for the establishment of the tax rates for the Town of Kingsville for the year 2026 and to provide for the final tax levy, be adopted during the By-law stage of this Council Agenda.

• Recommended Action

  That the following By-laws be given a first and second reading:

  By-law 27-2026 being a By-law to provide for the removal of one culvert and the installation of three new culverts over the Ash Cameron Drain, in the Town of Kingsville, in the County of Essex; and,

  By-law 28-2026 being a By-law to provide for improvements to the Ferry Drain, in the Town of Kingsville, in the County of Essex.

• Recommended Action

  That the following By-laws be given three readings and finally pass:

  By-law 29-2026 being a By-law to provide for the establishment of rates for the levy and collection of property taxes in the Town of Kingsville for the year 2026 pursuant to the provisions of the Municipal Act;

  By-law 30-2026 being a By-law to authorize the establishment of a Joint Election Compliance Audit Committee; and,

  By-law 31-2026 being a By-law to confirm the proceedings of the Council of the Corporation of the Town of Kingsville at its April 20, 2026, Regular Meeting of Council.
