Mayor Santos called the Special Meeting (Municipal Budget #2) to order at 9:00 a.m.

Mayor Santos called for a moment of silence and reflection.

Mayor Santos reminded Council that any declaration is to be made prior to each item being discussed and to identify the nature of the conflict, if any, as the agenda items come forward.

Councillor  Neufeld declared an interest in respect to item 2(b) (2nd Kingsville Scouts) and item 2(f) (Cedar Island Yacht Club) because his son is involved with the 2nd Kingsville Scouts and with the youth sailing program.

Councillor Lucier declared an interest in respect to Items 2(i) and 2(j) (Kingsville District High School Bursary, and KDHS OFSAA Basketball and Volleyball grant requests, respectively) because her daughter attends the school.

Mayor Santos declared an interest in respect to Item 2(q) (Migration Hall) because his wife has a contract position there, and in respect to Item 2(l) Kingsville Historical Park Inc. because he is a fundraiser for that organization.
