Mayor Santos, in attendance in Council Chambers, called the Regular Meeting to order at 7:00 p.m. All other members participated in the Meeting through video conferencing technology from remote locations. 

Mayor Santos reminded Council that any declaration is to be made prior to each item being discussed and to identify the nature of the conflict, if any, as the agenda items come forward.

Ms. Claire Sanders presented the Essex County Regional Energy Plan, indicating that ERCA, in partnership with the County of Essex and local municipalities, is facilitating a Regional Energy Plan to support greenhouse gas emissions reductions, economic development, and energy efficiency and reliability. Additional information is available on the County of Essex website (www.countyofessex.ca/rep) and by contacting Ms. Sanders and/or Ms. Rebecca Belanger, County of Essex Manager of Planning Services.

    That Council supports Norfolk County Council's Resolution of approval of Res. No. 6 of the Council-in-Committee Meeting of October 13, 2020 re: Illicit Cannabis Operations requesting solutions to the current crisis which may include, but are not limited to, better regulation and tracking of the prescription of cannabis in Canada by doctors, increased regulatory and enforcement presence by Health Canada, increased OPP resources, and increased funding to municipalities to deal with complaints and By-law issues generated by illicit cannabis grow operations.

That Council considers the request of Mary Porrone on behalf of the Porrone Family that the name of the park in the Queens Valley Subdivision be named "Porrone Park" in honour of Frank and Cristina Porrone and the Porrone Family.

    That Council defers the request of Mary Porrone on behalf of the Porrone Family that the name of the park in the Queens Valley Subdivision be named "Porrone Park" in honour of Frank and Cristina Porrone and the Porrone Family for sixty days to give Administration an opportunity to review the request.

1. Councillor DeYong indicated that this year the Kingsville Goodfellows has partnered with the Kingsville Community Food Bank to provide Christmas baskets.  Individuals in need can call the Food Bank and sign up through the month of November to receive a Christmas box. 

2. Mayor Santos invited the community to take a moment of silence this November 11 Remembrance Day to recognize and honour our veterans.

3. Mayor Santos reminded everyone of the Fantasy of Lights' annual Kingsville Santa Claus Parade to take place on November 21, 2020 from 6:00 p.m. until 9:00 p.m. He stated this year the event is a reverse parade--instead of the parade going by the residents, residents can drive by the floats, bands and displays.

    That Council reads By-law 101-2020, being a By-law to confirm the proceedings of the Council of The Corporation of the Town of Kingsville at its November 9, 2020 Regular Meeting a first, second, third and final time.
