Chair Queen called the Committee Meeting to order at 6:00 p.m. Members of the Committee participated in the meeting through video conferencing technology from remote locations.

The Chair reminded the Committee that any declaration is to be made prior to each item being discussed and to identify the nature of the conflict, if any, as the matter comes forward.

The Chair provided the following Report Out from Closed Session--January 17, 2022 Committee of the Whole

The Chair reported that the Committee of the Whole met in Closed Session on January 17, 2022 at 7:17 pm to discuss 2 items as provided for under Section 239(2) of the Municipal Act.

Item (i) was heard under Section 239(2)(b) of the Act and there is nothing further to report on this matter. Item (ii) was heard under Section 239(2)(d) of the Act and there is nothing further to report on this matter.

Ms. Greenall presented an update regarding Essex County Library Service Delivery Adjustments, referencing Correspondence dated February 15, 2022 together with background information reports (being ECL Board Post COVID Service Planning Report dated June 2021 and ECL Board Branch Service Report dated August 2021).

    That the Committee directs Administration to prepare a report to Council regarding the use of all of the Town facilities, including the library buildings.

Chair Queen indicated that there would be two delegations this evening, the first being Mr. Brett Sears and the second being Dr. Charles Morgan (See: Agenda Item G-2).

Mr. Sears presented the progress update on the Kingsville Comprehensive Transportation Master Plan through a Powerpoint presentation and answered questions of Committee members.

The Manager of Engineering also provided comments in connection with the update.

    That the Committee receive the presentation of Brett Sears, Project Manager, WSP, being a progress update regarding the Kingsville Comprehensive Transportation Master Plan.

    Dr. Charles Morgan presented his correspondence dated February 12, 2022 (Agenda Item G-2) in connection with the repaving project for Division St. North.

The Town Clerk presented an update in connection with the Town's Customer Service Review project. Dr. Janice Forsyth (Foresight Consulting Inc.) provided additional information and fielded questions of the Committee. A further update will be provided as the project continues.

    That the Committee of the Whole recommends to Council that:

    1) The Town of Kingsville implements AMI Technology to achieve both the non-financial and financial benefits associated with the business drivers listed in the report.

    2) A “Turnkey” Procurement Strategy be implemented instead of soliciting the market for separate components for the AMI system.

    3) Existing assets/infrastructure be allowed for during Procurement.

    4) The Town changes all water meters ten (10) years or older as part of the project.

    5) The Town installs mechanical meters up to 1.5” in diameter and non-mechanical meters for 2” and larger.

    6) A 20% contingency on the installation portion of the project be budgeted to account for potential complications during meter replacements.

    7) This project consists of a 6-month procurement phase beginning in 2022 with a 3-month startup and a 12-month implementation phase starting in 2023.

    That the Committee adopts the Committee of the Whole Meeting Minutes dated January 17, 2022 and the Committee of the Whole Closed Session Meeting Minutes dated January 17, 2022.

1. Ms. Lucier inquired about potential school property acquisitions and funding options.

2. Ms. Lucier inquired about municipal facilities' re-opening protocols, including the arena. 

3. Mr. Santos, in regard to the discussion around the proposed re-paving of Division St. North, inquired as to whether there are portions of the road corridors that could have traffic calming measures implemented for the long-term as the road approaches the more populated areas into urbanized Kingsville. 

4. Councillor Patterson asked about the options for paint colours for painting edgelines on roads.

5. Mr. Queen stated that since Kingsville has representation on the County Wide Active Transportation team, he asked Administration to provide details as to the best way to make suggestions in connection with improvements to the CWATS program (e.g. cycling safety needs e.g. County Road 23 between Roads 20 and 50 needs paved shoulders).

6. Mr. Queen commented that the Mayor of LaSalle has recently noted that in LaSalle new subdivision developers are required to include active transportation through multi-purpose trails as part of all new subdivisions at their expense. Mr. Queen inquired as to whether the Town's Senior Management Team has considered such action for the Town's new subdivisions.

7. Mr. Queen inquired as to how the Town can get a franchise agreement entered into with E.L.K. Energy Inc., outlining what the expectations are on our roads.
