We acknowledge the Three Fires Confederacy (Ojibwe, Potawatomie and Odawa) and the Traditional ancestral, unceded territory of Caldwell First Nation; the original people of Point Pelee, Pelee Island and its surrounding waters. We recognize and respect the First Nations who are stewards of the land and waters of Turtle Island and who have embraced this stewardship since time immemorial. We would also like to acknowledge all the moccasins who have walked lands of Turtle Island.

When a member of Council has any pecuniary interest, direct or indirect, in any matter which is the subject of consideration at this Meeting of Council (or that was the subject of consideration at the previous Meeting of Council at which the member was not in attendance), the member shall disclose the pecuniary interest and its general nature, prior to any consideration of the matter.

Pursuant to section 239(2) of the Municipal Act, 2001, Council entered into Closed Session on April 24, 2023 at 7:51pm to address the following item:


ITEM I - Personal Matter heard under Section 239(2)(b) and Section 3.1.  There is nothing further to report on this matter.

  • Recommended Action
    1. That road closures of Main Street (from Spruce Street to Queen Street) and Division Street (from King Street to Pearl Street) from 1 pm to 2:30 pm on August 4, 2023 for the Hogs for Hospice Registered Ride BE APPROVED; and,

    2. That the Kingsville Music Festival’s request to close Mettawas Park on August 11, 12, and 13 for the Greenway Jam BE APPROVED.

  • Recommended Action
    1. That IED-22-203 Advanced Metering Infrastructure and Water Meter Replacement Project BE AWARDED to Neptune Technology Group Canada Co. in the amount of $ 3,873,204.63 (excluding HST), and subject to content review by the Manager of Public Works and Environmental Services, legal review by the Town Solicitor and financial review by the Treasurer, the Mayor and Clerk BE AUTHORIZED to execute the requisite agreement; and,
    2. That mandatory participation in the meter replacement program BE APPROVED, and any account holders who are non-compliant 50 days after the Town sends the notification letter will be subject to a water shut-off.
  • Recommended Action
    1. That a Bulk Water Rate of $3.50 per cubic meter of water BE APPROVED; and,

    2. That repair of the bulk water filling station BE APPROVED using $20,000 from the Water Working Capital Reserve.

    That Council endorse the Municipality of Leamington as the “host municipality” on the Town of Kingsville’s behalf by collecting the Dedicated Gas Tax Funds for Public Transportation Program.

Being a by-law to appoint Abby Jakob as a member of the Business Improvement Area Board of Management. 

Being a  by-law to confirm the proceedings of the Council of the Corporation of the Town of Kingsville at its May 8, 2023 Meeting of Council

Pursuant to section 239(2) of the Municipal Act, 2001, Council will enter into Closed Session to address the following items:


Item I - Personnel Matters - Section 239(2)(b) personal matters about identifiable individuals, including municipal or local board employees; and, Section 239(2)(d) labour relations and employee negotiations.

  • Recommended Action

    That Council adjourns this Regular Meeting at  p.m.
