Mayor Santos called the Special Meeting to order at 9:20 a.m.

Mayor Santos called for a moment of silence and reflection.

Mayor Santos reminded Council that any declaration is to be made prior to each item being discussed and to identify the nature of the conflict, if any, as the agenda items come forward.

COUNCIL ORIENTATION PRESENTATION

Presentation and Workshop from Amberley-Gavel Ltd. -- Fred Dean and Nigel Bellchamber led the workshop

A recess was called to break for lunch at 12:05 p.m.

The meeting reconvened at 12:35 p.m.
