Mayor Rogers called the Meeting to order at 1:04 p.m.

Mayor Rogers read the Land Acknowledgement Statement.

Mayor Rogers noted that the January report is for informational purposes and that O.P.P. Staff Sergeant Pat Lenehan will speak to the latest statistics in the February report.

O.P.P. Staff Sergeant Pat Lenehan provided an overview of the February O.P.P. Detachment Board Report.

    That the Board approves member Douglas Cowper to attend the 2025 Ontario Association of Police Service Boards (OAPSB) Spring Conference and Annual General Meeting.

O.P.P. Superintendent Mark Loucas, provided an overview of the Strategic Priorities for 2025. The Action Plan Commitment Summary revolved around three main pillars: Crime, Roadways/Waterways/Trails, and Community Well-Being. It focuses on reducing violent and property crimes, addressing the opioid crisis, and raising awareness of tech-based crimes. It emphasizes partnerships for road and waterway safety, crisis response, and community support, including collaboration with the Caldwell First Nation.

Superintendent Marc Loucas stated that the Essex County Detachment is currently in the planning stages for the 2026-2029 Action Plan. The Ontario Provincial Police will be releasing an updated Strategic Plan, which provides the direction and focus of the O.P.P. and will guide the identification of local priorities. As part of the planning stages for the update to the Essex County Detachment Action Plan, the Command Team will be requesting feedback from each community regarding what they consider to be local priorities.

    That the Essex County O.P.P. Detachment Board - South enter into closed session at 1:43 p.m. pursuant to Section 44(2)(k) of the Community Safety and Policing Act, 2019, to discuss the following:

    1. Information that section 8 of the Municipal Freedom of Information and Protection of Privacy Act would authorize a refusal to disclose if it were contained in a record, being a matter regarding response times.
