Mayor Rogers called the Regular Meeting to order at 5:00 p.m.

Mayor Rogers read the Land Acknowledgement Statement.

Mayor Rogers welcomed attendees and those watching from home, as well as members of Council and Administration. He noted that it was a busy week for the Town of Kingsville.  He highlighted the recent Remembrance Day events: the high school service on Monday, the Legion cenotaph service on Tuesday, and the afternoon service in Cottam at Trinity Church, and then finished off the day with dinner at the Legion. The Mayor commended the people who came out to pay their respects and honour the people who served.

Mayor Rogers also acknowledged the success of the Fantasy of Lights parade and the “Flip the Switch” event. He noted it was one of the most well-attended parades and that it was great to see the community come out with their families to enjoy the festivities. Mayor Rogers extended his appreciation to the Fantasy of Lights Committee, Town staff, and volunteers for their efforts.

Councillor Gaffan noted that he would have an announcement.

Councillor Neufeld noted that he would have a Notice of Motion regarding proposed amendments to the Conservation Authorities Act. 

Councillor Patterson noted that he would have an announcement.

Mayor Rogers reminded Council that any declaration is to be made prior to each item being discussed and to identify the nature of the conflict, if any, as the agenda items come forward.

The Acting Clerk gave the following report out of Closed Session:

Council entered Closed Session pursuant to Section 239 of the Municipal Act, 2001, on November 4, 2025 at 5:30 pm and discussed the following items:

Item I - Review of Application for Appointment to the Pollinate Kingsville Committee heard under Section 239(2)(b), being personal matters about an identifiable individual, including municipal employees. There is nothing further to report.

Item II - Potential Property Acquisition by the Town heard under Section 239(2)(c), being a proposed or pending acquisition or disposition of land by the municipality. There is nothing further to report.

Item III - Collective Bargaining Update heard under Section 239(2)(b), being personal matters about an identifiable individual, including municipal employees; and, Section 239(2)(d) being labour relations or employee negotiations. There is nothing further to report.

    1. That the Subdivision Agreement for Gardner Estates (Truax) in the Town of Kingsville for:
      1. forty-three (43) lots for single detached residential units; Sixteen (16) lots for thirty-two (32) semi-detached, or townhouse, residential units
      2. One (1) block (Block 60) for a stormwater outlet;
      3. Two (2) blocks (Blocks 61 & 62) to be conveyed to neighbouring properties;
      4. One (1) block (Block 63) for a pump station;
      5. One (1) block (Block 64) for natural heritage protection; and
      6. local road connections to Seacliff Drive and Wigle Grove Drive and new local roads, all to be dedicated as public roads

    be approved; and

    1. That the Mayor and Clerk be authorized to execute the Agreement and register the Agreement on Title; and
    2. That the proposed names for Street “A” be known as Charles Gate Avenue and Streets” C” and “D” be known as Madeline Avenue, and Street “B” be known as of Wigle Grove Road.

    That Council amend the 2026 Fees and Charges By-law as follows:

    • Under the Cemetery Services Section, the proposed fee of $750.00 for the Internment of a Child (1-15 years of age), be amended to read “No Fee”.
    • Under the Administration Services Section, the proposed fee of $300.00 for the Election Signs – Municipal and School Board Candidates, be amended to read “$140.00”.
    • Under the Building Services Section, the proposed fee of $500.00 for the New Additional Dwelling Units be amended to read $200.00; and,
    • Under the Fire Services Section, the proposed fee of $300.00 for Assembly Inspection - Licensed Premises, be amended to read $200.00.

    That Council direct Administration to suspend any further expenditures related to the Essex County O.P.P. Detachment Board South until budget allocations are resolved;

    And that Council supports, in principle, the correspondence received from the Township of Pelee dated November 14, 2025, regarding budget share allocations for the Essex County OPP Detachment Board South;

    And directs Administration to begin discussions with the Township of Pelee, Municipality of Leamington and Caldwell First Nation with an aim to reach consensus.

    Whereas the Conservation Authorities Act, 1990 (the “Act”), originally enacted in 1946, was established to allow municipalities to form conservation authorities that are equipped to develop and deliver local, watershed-based conservation, restoration and natural resource management programs on behalf of the province and municipalities;

    And whereas there are thirty-six (36) conservation authorities in Ontario, each of which is distinct and reflects the unique environmental, geographic and community needs of its watershed;

    And whereas on October 31, 2025, the Minister of the Environment, Conservation and Parks announced the Government’s intention to introduce legislation which would amend the Act to create the Ontario Provincial Conservation Agency and consolidate Ontario’s 36 conservation authorities into seven (7) regional conservation authorities.

    Now therefore be it resolved that the Council of the Corporation of the Town of Kingsville:

    • Wishes to formally state that it opposes the consolidation of Ontario’s conservation authorities without knowing the full financial and operational impact to municipalities and the conservation authorities; and,
    • Directs the Acting Clerk to forward a copy of this resolution to the Honourable Doug Ford, Premier of Ontario, the Honourable Minister of the Environment, Conservation and Parks, Todd McCarthy, the Honourable Rob Flack, Ministry of Municipal Affairs and Housing, Anthony Leardi, MPP, Essex, Lisa Gretzky, MPP Windsor West, Andrew Dowie, MPP Windsor-Tecumseh, Trevor Jones, MPP Chatham-Kent-Leamington, AMCTO, AMO and all Ontario Municipalities.

Councillor Gaffan said that the Santa Claus Parade was great and thanked the Fantasy of Lights Committee for their dedication. Councillor Gaffan shared information regarding upcoming holiday events. 

Councillor Patterson thanked residents for noting their concern of the incorrect spelling of Cottam on a new sign off the Highway 401. Councillor Patterson noted the Ministry of Transportation has been contacted and the spelling will be corrected.
